About Kelly
Kelly Jepson has spent the last decade immersed in Medicaid and health care policy and stakeholder relations. Kelly is a practiced healthcare liaison with a demonstrated history of government relations and policy/regulatory analysis in the Medicaid, Medicare, pharmacy, and commercial insurance arenas.
Kelly currently serves as Senior Director of Government Relations for BrightSpring Health Services, a leading provider of complementary home- and community-based pharmacy and health services for complex populations in need of specialized and/or chronic care. In that role, she leads the 18-state western region government affairs efforts.
Before coming to BrightSpring, Kelly worked in varied healthcare and housing policy roles, including having led government affairs efforts for a multi-state provider of self-directed services, Consumer Direct Care Network. Prior to her private-sector work, Kelly oversaw contracting, rates development, stakeholder relations, and policy and process change for Colorado’s self-directed Medicaid program under the Department of Health Care Policy and Financing. Kelly also held a key policy/research position for a Denver City Councilwoman and conducted affordable housing research for Housing Colorado, a non-profit, community- based organization.
Through her work in health care policy, Kelly found a passion in advocating not only for those who receive health care in their homes, but for frontline staff who make that care a reality. Throughout her healthcare and policy career, Kelly has continuously pushed for the betterment of Medicaid delivery and affordable housing systems and sought to improve stakeholder relationships and health care policy in meaningful ways.
Kelly has been deeply involved with ANCOR since 2015. Kelly currently serves as Co-chair of ANCOR’s PAC Committee and has served on the Board of Directors since 2020. Kelly also serves on the Government Relations committee, the Alternative Payment Models Work Group, and the ICF Community of Practice, among several others.
Kelly is a Colorado native, having earned a Master’s in Public Administration from the University of Colorado at Denver, and a B.A. from the University of Colorado at Boulder. When Kelly isn’t working, she enjoys camping, hiking, biking, and sand volleyball in the sunshine. Kelly resides in the Kansas City area with her partner, Aaron, and her two terribly behaved kittens.
