About Tom

Prior to joining the ANCOR team, Tom held a variety of positions within the disability field, including the provision of education, direct care, and case management services to children and adults with intellectual and developmental disabilities in both Massachusetts and Florida.

For the past twenty years, Tom was employed in various capacities with the State of Florida’s Agency for Persons with Disabilities, most recently serving as the Deputy Director of Programs. In that role, Tom was responsible for developing policy and ensuring the state’s ongoing compliance with federal requirements pertaining to the operation of Florida’s Medicaid Home and Community Based Services waiver.

Tom and his wife Sandie are also the proud parents of four children, two of whom have intellectual and developmental disabilities. This lived experience has helped Tom to personally recognize the value of a robust network of community-based services and supports in ensuring genuine inclusion.

Tom holds a Bachelor’s degree in Intellectual Disabilities from Florida State University and a Master of Public Administration from Florida Atlantic University.

The Rice Family has recently moved from Tallahassee to Cincinnati and are looking forward to this next adventure in their lives!
