ANCOR Releases Value-Based Payment and Alternate Payment White Paper

On Thursday, January 17, ANCOR launched its much anticipated Advancing Value & Quality in Medicaid Service Delivery for Individuals with I/DD white paper. This paper identifies and assesses alternative payment models (APMs) for Medicaid-funded services for people with intellectual and developmental disabilities (I/DD). ANCOR undertook this work recognizing that health care payment systems are moving toward paying for value, and that this movement offers the potential to increase efficiency, quality, and flexibility in service provision with a thoughtful and deliberate process in place.

Reflecting this belief, ANCOR turned to the leadership of a tremendous group of dedicated ANCOR members in its Alternate Payment Model Workgroup — and the expertise of former CMS officials and health experts —  to ensure that this paper is the first of its kind in the field of intellectual and developmental disabilities, and will lead the way to a new vision for disability services and supports.
