Policy Summit Kickoff (9-9:30 am)

The 2024 Policy Summit & Hill Day takes place at a pivotal moment—on the precipice of a historic presidential election and amidst narrow margins in both Chambers of a divided Congress. As we remain anchored in our advocacy on behalf of community-based disability services, ANCOR’s commitment to bipartisanship remains a key ingredient to our success.

To kickstart this year’s fall policy gathering, ANCOR’s Government Relations leaders will reflect on our collective advocacy over the past year and preview the key issues that still lie ahead of us.

Opening Keynote (9:30-10:30 am)

As we head into the November elections, having an understanding of the political forecast and how things might change in our nation’s capital is more important than ever.

As Senior Editor and Elections Analyst for The Cook Political Report, David Wasserman provides trusted analysis of the political landscape, from local issues to national trends. In this session, David will share his insights on some of the most high-profile and impactful races across the country.

  • David Wasserman, The Cook Political Report
Break (10:30-10:45 am)
Associations Panel (10:45-11:45 am)

This year, we saw significant final rulemaking foretelling major system changes and reform to the way community-based services for people with intellectual and developmental disabilities are authorized, delivered, and tracked.

Facing profound impacts of the direct support workforce crisis on access to services, states and community-based providers must work together in offering support and solutions to people with I/DD to reach compliance and develop new systems of response pursuant to the Access Rule, Overtime Rule, and many others.

Please join us in welcoming our partner associations as we look toward the future and opportunities to collaborate in implementation.

  • Lauren Kallins, NCSL
  • Jack Rollins, NAMD
  • Mary Sowers, NASDDDS
Afternoon Keynote w/ CMS Director Tsai (11:45 am-12:30 pm)

To kick off our afternoon together, CMS Director Daniel Tsai will join us virtually to discuss the ways the Centers for Medicare & Medicaid Services (CMS) has sought to update outdated systems and improve access to care and services for people with disabilities in the Medicaid program.

Director Tsai will review recent guidance and implementation of the Access Rule and opportunities for community-based providers to collaborate with and offer feedback to inform CMS’s approach to sub-regulatory guidance.

  • Daniel Tsai, Deputy Administrator and Director of the Center for Medicaid and CHIP Services, CMS
Lunch (12:30-1:15 pm)
Advocacy Awards (1:30-2:20 pm)

Past Summit participants tell us that among all the things they love about this event, two are among the fan favorites: networking and celebrating! To give the people what they want, we’ll spend some time honoring the inspiring recipients of ANCOR’s 2024 Excellence in Public Policy Awards. You’ll walk away having enjoyed some inspiring stories and made a few new contacts, too.

Panel Discussion w/ Key Congressional Staff (2:30-3:20 pm)

This dynamic panel discussion will bring together leading Congressional staff from both sides of the aisle who have been instrumental in shaping disability policy in the 118th Congress.

This conversation will focus on the importance of bipartisanship, highlighting key legislative initiatives and looking toward pathways for success for the remainder of this term. Panelists will also share their perspectives on the challenges and opportunities ahead for disability policy.

ANCOR has secured a discounted room rate for participants in the 2024 Policy Summit of $349/night plus applicable taxes and fees for single- and double-occupancy rates. The deadline to take advantage of this rate is August 27, 2024.

Getting to Washington, DC

The closest airport is Ronald Reagan Washington National Airport (DCA), and we recommend flying into DCA as it’s only five miles from the Summit venue and accessible by taxi, rideshare service (e.g., Lyft or Uber) or public transit (i.e., Metrorail Blue and Red Lines).

Other area airports include Washington-Dulles International Airport (IAD), which is about 30 miles from the Summit venue, and Baltimore-Washington Thurgood Marshall International Airport (BWI), which is about 35 miles from the Summit venue.

For those located in East Coast cities served by Amtrak, you may find traveling by train to be the most efficient and affordable option. Amtrak serves Washington’s Union Station, which is a seven-minute walk from the Summit venue.

Getting Around Washington, DC

If you fly into DCA, taxis are available, as are rideshare services like Uber and Lyft. The cost of these options depends on level of service and time of day.

Metrorail, the D.C. area’s subway system, is also a convenient option for travelers flying into Washington National Airport.

From the Ronald Reagan Washington National Airport Station, you can either take the Blue Line in the direction of Downtown Largo or the Yellow Line in the direction of Mt. Vernon Square/7th Street/Convention Center. For either option, transfer to the Red Line at Metro Center Station and board a Red Line train in the direction of Glenmont. Get off at Union Station. From there, the Summit venue is a 0.4-mile walk along E Street NW.

As any Washingtonian will tell you, you should check Metro’s operating status before deciding to use this option. The system tends to be efficient and reliable, but track work or other delays can make for a long trip.
