HUD Enhances Mainstream Voucher Program to Support Community Living for People with Disabilities

In recognition of the 34th anniversary of the Americans with Disabilities Act (ADA) and the 25th anniversary of the Supreme Court’s landmark Olmstead v. L.C. decision, the U.S. Department of Housing and Urban Development (HUD) has introduced new policy measures aimed at bolstering community living options for people with disabilities. These actions include updated guidance for Public Housing Agencies (PHAs) to improve the utilization of Mainstream Vouchers, a critical federal program that provides rental assistance to non-elderly persons with disabilities who are transitioning from institutional settings or are at risk of institutionalization.

The newly published HUD guidance offers alternative requirements and discretionary waivers to enhance the effectiveness of Mainstream Vouchers. Notable changes include an extended housing search period from 60 to 120 days, mandatory approval of initial extension requests by PHAs, and the removal of residency preferences to better serve individuals who are homeless or living in institutions outside of the PHA’s jurisdiction.

Additionally, PHAs are encouraged to collaborate more closely with agencies that support community living, such as Centers for Independent Living and state Medicaid agencies, to streamline the referral process and provide more comprehensive housing search assistance.

These policy updates are designed to address barriers identified in a recent HUD study, which highlighted the challenges faced by non-elderly people with disabilities in securing housing. The Biden-Harris Administration has expanded the Mainstream Voucher program by over 20,000 vouchers, furthering the commitment to making affordable and accessible housing a reality for people with disabilities.
