Transformation to Competitive Integrated Employment Act Reintroduced

The bipartisan Transformation to Competitive Integrated Employment Act (TICEA) was introduced yesterday, February 27th  by sponsors Representatives Bobby Scott and Cathy McMorris Rodgers, Senator Bob Casey, and Senator Steve Daines. The bill would provide resources to transition workers with disabilities into fully integrated and competitive jobs, with the goal of phasing out the subminimum wage for individuals with disabilities. This comes in response to a new Government Accountability Office report regarding Section 14(c) of the Fair Labor Standards Act.  

The bipartisan bill aims to create a competitive state grant program to assist states in transitioning all 14(c) certificate holders over the next five years to models that support competitive, integrated employment for individuals with disabilities. Additionally, a competitive grant program would be created for current 14(c) certificate holders to transition their employees to competitive integrated employment. This bill would also establish a technical assistance (TA) center to support all entities to transition to competitive integrated employment
