The 118th Congress Is in Session

Members of the U.S. House of Representatives and U.S. Senate have returned to Washington DC to begin the 118th Congress.

Before Congress left for the holidays, it passed a Fiscal Year 2023 omnibus appropriations bill.

Key provisions in the omnibus bill include:

  • The ABLE Age Adjustment Act, which allows individuals to qualify for ABLE accounts up to age 46.
  • Extending the increased federal match (FMAP) for Puerto Rico through 2027.
  • Extending the Money Follows the Person demonstration program through 2027.
  • Unwinding the Medicaid continuous coverage requirement from the COVID-19 Public Health Emergency. The legislation will phase out the increased FMAP for states from 6.2% increase to 5% increase from April 1, 2023 through June 30, 2023, then to a 2.5% increase from July 1, 2023 through September 30, 2023, and then to a 1.5% increase from October 1, 2023 through December 31, 2023.
