The 2014 Home and Community-Based Services Waiver (HCBS) regulations hold enormous potential for the way support services are provided to people with intellectual and developmental disabilities. These new regulations mark one step closer to the promise of the Olmstead Decision - upholding the "most integrated setting possible" standard of Title II of the Americans with Disabilities Act!
