State Medicaid Letter on CMS Dual Eligibles

A new round of initiatives were announced by Secretary Sebelius to support improvements in the quality and cost of care for individuals eligible for both programs (“Medicare-Medicaid enrollees”). The Centers for Medicare and & Medicaid Services (CMS) is released preliminary guidance to States on opportunities to align financing between Medicare and Medicaid. The guidance outlines two financial alignment models to support State efforts to integrate care and for Medicare-Medicaid enrollees. Meaningful stakeholder engagement and strong beneficiary protections will be an integral part of any approved model.

In addition, CMS announced a forthcoming demonstration program to help States improve the quality of care for nursing facility residents as well as a technical assistance resource center that will soon be available to all States to better coordinate care for high-need, high cost beneficiaries.
