Governor John Kitzhaber (D-OR) issued an Executive Order dated April 10 that "affirms our statewide commitment to offering integrated employment services to people with Intellectual and/or Developmental Disabilities". The order comes shortly after the Department of Justice filed to intervene in a sheltered workshop case. (See WICs article "DOJ Files Motion to Intervene in Oregon Sheltered Workshop Case", 4/3/2013.) The Order directs the Oregon Department of Human Services and the Oregon Department of Education to work towards fulfilling Oregon's Employment First Policy, including by significantly reducing state support of sheltered work. The Order includes a schedule for the phaseout of purchasing or funding vocational assessments for individuals with intellectual or developmental disabilities, as well as a schedule to increase employment services designed to assist individuals to work in integrated employment settings. It also includes new education provisions designed to be results-oriented that will assist individuals with transitioning into post school activities.
