Section 1115 waivers allow states to be waived from federal Medicaid requirements (as well as other requirements under the Social Security Act) in order to pursue innovative projects in their Medicaid programs.Programs that operate under 1115 waivers are required to be budget neutral -- that is, a state must ensure the federal costs under the waiver are less than what the cost would be without the waiver.

Section 1115 waivers are granted for 5 years. See a chart of state 1115 comprehensive waiver requests and status of each as of October 3, 2011.

*Note: The CMS list does not include the October 21 approval of Arizona's new 1115 demonstration.The new section 1115 demonstration will continue many aspects of the state's expired demonstration, such as eligibility for all populations (except as expressly changed in its waiver renewal and outlined in the CMS letter), mandatory enrollment in managed care, benefits, and cost sharing requirements for the childless adults.
